This guide implements the alternative procedures for permanent work authorized by the Sandy Recovery Improvement Act (SRIA) (now Section 428 of the Stafford Act). FEMA is implementing this pilot to improve efficiencies in how the PA program is implemented; provide communities flexibility in meeting their post-disaster recovery needs; and support rapid recovery from the impact of major disasters and emergencies. The alternative procedures pilot for permanent work is effective for major disasters declared on or after today, May 20, 2013. The alternative procedures may also be applied in previously declared major disasters for projects where construction has not yet begun. SRIA also authorized alternative procedures for debris removal, which will be implemented separately in the near future.
