Final Environmental Assessment Woodside Avenue Flood Control Improvements San Diego County, California November 2013///San Diego County, California has applied, through the Governor’s Office of Emergency Services (Cal OES), to the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) for federal assistance to reduce flooding along Woodside Avenue between Riverview Avenue and Wintergardens Boulevard in San Diego County. To qualify for FEMA funding, the proposed project requires environmental review by FEMA. /FEMA has prepared an environmental assessment (EA) to evaluate the potential environmental, physical and socioeconomic impacts of the identified project alternatives, including the no action alternative. The EA has been prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) (42 U.S.C. 4321-4327), the associated Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508), and FEMA’s implementing regulations (44 CFR Part 10). /The EA process includes procedures for evaluation of the potential environmental impacts of the proposed project and a range of reasonable alternatives. The potential impacts are evaluated according to their context and intensity, as defined in the CEQ regulations. The EA process also includes procedures for giving federal, state, and local agencies and the public opportunities to provide input on the proposed project and its alternatives./This EA has been prepared to analyze the potential consequences to the natural and human environment associated with the Proposed Action, the No Action Alternative, and other potential alternatives per the National Environmental Policy Act (NEPA) (42 United States Code [USC] 55 parts 4321 et seq., 2000), the President’s Council on Environmental Quality (CEQ) implementing regulations (40 Code of Federal Regulations [CFR] 30 parts 1500 et seq., 2004), and 44 CFR Emergency Management and Assistance Ch. I Part 10.
