The City of Portland Bureau of Water Works, Multnomah County, Oregon, applied to FEMA for funding to upgrade a portion of the Portland water supply system to mitigate against landslide, scour, tree fall, flooding, earthquakes, and other natural and manmade hazards. Because the National Environmental Policy Act and its implementing regulations require FEMA to consider the potential environmental impacts of the proposed project, this draft Environmental Assessment was prepared.
