This Draft Environmental Assessment (EA) was prepared on behalf of the Clark County Fiscal Court for the proposed construction and operation of an Emergency Operations Center (EOC) in Winchester, Clark County, Kentucky. On January 18, 2012, the Federal Emergency Management Agency (FEMA), along with the U.S. Department of the Army, provided funding for the Clark County EOC by means of a grant (EMA- 2012-CA-5250) through the Chemical Stockpile Emergency Preparedness Program (CSEPP). The CSEPP for this proposed project is administered through the Commonwealth of Kentucky as well as additional FEMA funding under a separate cooperative agreement (12-KY-DES-00486) on March 29, 2012. This Draft EA has been prepared to analyze the potential consequences to the natural and human environment associated with the Proposed Action, the No Action Alternative, and other potential alternatives per the National Environmental Policy Act (NEPA) (42 United States Code [USC] 55 parts 4321 et seq., 2000), the President’s Council on Environmental Quality (CEQ) implementing regulations (40 Code of Federal Regulations [CFR] 30 parts 1500 et seq., 2004), and 44 CFR Emergency Management and Assistance Ch. I Part 10.
