FEMA's Hazard Mitigation Assistance (HMA) grant programs provide funding for eligible mitigation activities that reduce disaster losses and protect life and property from future disaster damages including the Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation (PDM), Flood Mitigation Assistance (FMA).

Interim Guidance to update the "Hazard Mitigation Assistance Unifed Guidance (2013)" to implement the provisions of Title 2 of the Code of Federal Regulations (C.F.R.) for Hazard Mitigation Assistance. This document provides Interim Guidance to implement provisions of the “Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards” found at 2 C.F.R. Part 200. This Interim Guidance applies to all Pre-Disaster Mitigation (PDM) and Flood Mitigation Assistance (FMA) awards made on or after December 26, 2014, and to all Hazard Mitigation Grant Program (HMGP) awards authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) and granted under emergency or major disaster declarations issued on or after December 26, 2014.
