Through the American Samoa Territorial Office of Fiscal Reform (TOFR), the American Samoa Department of Education (ASDOE) has applied to the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) for funds to reconstruct on a site in the village of Fagali’i the Taputapu Elementary School that was destroyed by the September 2009 earthquake, tsunami and flooding disaster at its original location in the village of Poloa.  The Taputapu School was totally destroyed by the disaster and Taputapu School students are being temporarily accommodated at nearby schools. This Draft EA examines the potential environmental effects of constructing and operating permanent replacement facilities.  This Draft EA has been prepared according to the requirements of NEPA, the Council on Environmental Quality (CEQ) regulations implementing NEPA (40 CFR Parts 1500–1508), and FEMA’s implementing regulations (44 CFR Part 10).
