Environmental Assessment for Wellsburg Fire Station Facility Construction, Village of Wellsburg, Chemung County, New York (April 2013)
The Village of Wellsburg fire station facility building at 3661 Front Street, Village of Wellsburg in Chemung County, New York was significantly damaged during Tropical Storm Lee incident from September 7-September 11, 2011, (as amended September 23, 2011). The incident was declared a major disaster, 4031-DR-NY on September 13, 2011. The purpose of the proposed project is to construct a fire station facility that will be constructed to at or above the 500-Year Floodplain Base Flood Elevation and of equal or better structural operation than existed prior to the disaster incident. The need for the project is to fully re-establish a facility so that the community has available essential emergency services. The environmental analysis is conducted in compliance with the National Environmental Policy Act (NEPA), and its implementing regulations at 40 CFR Parts 1500-1508 and FEMA’s regulations at 44 CFR Part 10.
