The Proposed Action’s purpose is to meet the North Carolina Highway Patrol’s radio frequency coverage needs in Wilkes County and parts of surrounding counties, to promote interoperability of Federal, State, and Local government public safety officials and first responders.  FEMA and others prepared this Draft EA in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality regulations to implement NEPA, 40 Code of Federal Regulations (CFR) Parts 1500-1508, and FEMA’s NEPA implementing regulations 44 CFR Part 10.
