Environmental Assessment for Harbor George Facility Renovation, College Point, Queens County, NY (February 2013)

The New York City Police Department has applied for funding from the Federal Emergency Management Agency’s (FEMA) Port Security Grant Program (PSPG), to renovate an existing harbor facility known as “Harbor George” located in College Point, Queens, New York. The purpose of the PSPG is to support increased capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices and other non-conventional weapons. The proposed renovations and improvements to the existing Harbor George facility would address this need by allowing Harbor George to function as a back-up command center during harbor events, alerts, and emergencies. The existing facility for Harbor George is outdated and does not meet the standard NYPD architectural program requirements for a back-up harbor command center.  The environmental analysis is conducted in compliance with the National Environmental Policy Act (NEPA), and its implementing regulations at 40 CFR parts 1500-1508 and FEMA’s regulations at 44 CFR Part 10.
