Hazard Mitigation Assistance (HMA) prohibits the use of Federal disaster related funds when assistance from another source has been or will be received, or is reasonably available for the same purpose resulting in an amount that exceeds the total need for that purpose. This guide provides instruction on what constitutes duplication of benefits in the use of Hazard Mitigation Assistance funds for property mitigation.  It gives direction regarding verification processes and actions that can be taken to ensure that Duplication of Benefits does not occur.
