Environmental Assessment, City of La Feria, Texas Storm Water Pump Station on AN-49 Drainage Channel, Cameron County, Texas (Sept 2012)
The City of La Feria has prepared and submitted an application for Federal Emergency Management Agency (FEMA) funding under the Hazard Mitigation Grant Program (HMGP). FEMA is considering funding the construction of the proposed SWPS project to mitigate the flood hazard in this area. The HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act which is a funding source for cost-effective measures that would reduce or eliminate the threat of future similar damage during a disaster. This draft Environmental Assessment (EA) has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations Parts 1500-1508), and FEMA’s regulations implementing NEPA (44 CFR Part 10). FEMA is required to consider potential environmental impacts before funding or approving actions and projects. The purpose of this draft EA is to analyze the potential environmental impacts of the proposed SWPS project. FEMA will use the findings in this draft EA to determine whether to prepare an Environmental Impact Statement or a Finding of No Significant Impact (FONSI).
