The need for the project is to fully re-establish a facility so that the community has available essential medical support services. The environmental analysis is conducted in compliance with the National Environmental Policy Act (NEPA), and its implementing regulations at 40 CFR Parts 1500-1508 and FEMA’s regulations at 44 CFR Part 10.
