Adhering to the ICS organizational structure when expanding to meet operational needs, not only facilitates unity of effort, but helps ensure an appropriate span of control ratio. For more information, please review page 5-2 of the Incident Management Handbook (FEMA B-7 61/Interim) and the organizational structure example it provides. Also, while "County Liaisons" can be a valued addition to the team for providing real time situational awareness, they are not part of the ICS structure nor are they responsible for working with county officials to prioritize and account for federal recourses.
