Planning has long been one of the most critical, yet challenging aspects of homeland security, with the National Academy for Public Administration describing emergency preparedness planning as the “Achilles Heel of homeland security.” While planning continues to improve, the regional interdependencies of effective prevention, protection, response, and recovery activities requires a more cohesive regional approach to catastrophic planning. Homeland security is highly distributed, depending on State and local governments, non profits, and the private sector to all work collectively to address potential threats. The FY 2010 Regional Catastrophic Preparedness Grant Program (RCPGP) addresses this challenge. The purpose of the guidance in this document is to assist FEMA and partners in preparing, developing, and managing grant activities.
