The Fiscal Year (FY) 2010 Citizen Corps Program (CCP), under the direction of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), will award funds to The International Association of Chiefs of Police (IACP) for developing and implementing a toolkit to improve the public’s response to witnessing suspicious behavior. The purpose of the guidance in this document is to assist FEMA and partners in preparing, developing, and managing grant activities.
