Figure 1: Performance/Projection (as of December 2008) for KPI 1 through the End State. The KPI track shows growth from 20 percent of the population in FY 2004 to 80 percent of the population in FY 2009, with the end state shown as 92 percent of the population. The Performance tracks shows growth from 17 percent of the population in FY 2004 to 71 percent of the population in FY2008 with a projection of 83 percent for FY 2009 and a projected end state of 92 percent of the population.
