Pipeline Road Water Line Relocation, City of Astoria, Oregon (August 2012)

The City of Astoria (City) has applied through the Oregon Office of Emergency Management to the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) for funding to relocate a section of its water line southeast of Astoria in Clatsop County, Oregon.  The water line was damaged during severe winter storms, flooding, mudslides, landslides, and debris flows that occurred in the region from January 13-21, 2011.  The event was declared a Presidential disaster on February 17, 2011 (FEMA-1956-DR-OR).  FEMA is proposing to fund 75 percent of the cost for this project through its Public Assistance Program. This Environmental Assessment has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the President’s Council on Environmental Quality regulations to implement NEPA (40 Code of Federal Regulations Parts 1500-1508), and the Federal Management Agency (FEMA) regulations implementing NEPA (44 CFR Part 10).   FEMA is required to consider potential environmental impacts before funding or approving actions and projects.  The purpose of this EA is to analyze the potential environmental impacts of the Proposed Action.  FEMA will use the findings in this EA to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI).
