Environmental Assessment for TLC Health Network Tri-County Hospital Facility Replacement Project, Town of Perrysburg, Cattaraugus County, New York (July 2012)

The TLC Health Network (TLC) Tri-County Hospital Facility experienced storm damages that occurred during severe storms and flooding from August 8-10, 2009. The TLC hospital facility building at 100 Main Street, Village of Gowanda, Cattaraugus County, New York was significantly damaged during the disaster and was condemned and demolished. The purpose of the proposed project is to restore a hospital facility outside of the 500-Year Floodplain and of equal or better structural operation than existed prior to the disaster incident. The need for the project is to fully re-establish a facility so that the community has available essential medical support services. The environmental analysis is conducted in compliance with the National Environmental Policy Act (NEPA), and its implementing regulations at 40 CFR Parts 1500-1508 and FEMA’s regulations at 44 CFR Part 10.
