Supplemental Environmental Assessment for Bridge Replacements and Channel Improvements on Cottonwood Creek, Deer Lodge, Powell County, Montana (September 2011)

Cottonwood Creek flows through Deer Lodge in an eastwest direction, a distance of approximately 15 blocks, and empties into the Clark Fork River at the west edge of town and eventually into the Johnson Creek to the north. The Cottonwood Creek has flooded numerous times as recorded in 1908, 1916, 1917, 1928, 1948, 1964, 1975, and 1981. The purpose of FEMA’s pre- and post-disaster mitigation grant programs is to help communities substantially reduce the risk of future damage, hardship, loss, or suffering by providing funding opportunities for cost-effective projects. In accordance with 44 Code of Federal Regulations (CFR) for FEMA, Subpart B, Agency Implementing Procedures, Part 10.9, this Supplemental Environmental Assessment (SEA) has been prepared pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969, as implemented by the regulations promulgated by the President’s Council on Environmental Quality (CEQ; 40 CFR Parts 1500-1508).
