Benefit-Cost Analysis Tool

The BC Tool Version 4.5.5 is used to perform benefit cost analysis for applications submitted under FEMA’s HMA Grant Programs, such as HMGP, PDM, FMA, RFC and SRL. To use this tool you must download all the files/folders on this page and save them in one folder on your computer. Please review the “Read Me First” file as this gives you additional information on installing the software. Review the Installation Guide prior to installing the BCA Software Version 4.5. If you have any questions about the new BCA software program, please contact the BC Helpline at bchelpline@dhs.gov or at 1-855-540-6744.
