Environmental Assessment for Rutherford Pier Relocation Project, Bay St. Louis, Hancock County, Mississippi (July 2011)
On August 29, 2005, Hurricane Katrina’s storm surge destroyed the Rutherford Pier leaving the
City of Bay St. Louis without a public pier in the area near the Central Business District (CBD). The purpose of the project is to re-construct the Rutherford Pier in a new location closer to the downtown area. In accordance with the Robert T. Stafford Disaster Relief and
Emergency Assistance Act, PL 93-288, as amended, and implementing regulations at 44 Code of
Federal Regulations (CFR) Part 206, FEMA is required to review the environmental effects of
the proposed action prior to making a funding decision. This Environmental Assessment (EA)
has been prepared in accordance with FEMA’s National Environmental Policy Act (NEPA)
regulations found in 44 CFR Part 10.
