Environmental Assessment for Alternative Housing Pilot Program Fischer (Algiers) Group Housing Site, New Orleans, Louisiana, (July 2009)
The purpose of this action is to provide alternative disaster housing for families displaced during natural disasters, such as the 2005 hurricane season in Orleans Parish. The alternative
housing is to be implemented through a pilot program that includes long-term housing solutions. Further, the purpose of the pilot program includes implementing easily installed housing
solutions that can be rapidly deployed to move families from temporary to permanent housing. The need for this action is to address the housing shortages caused by the catastrophic effects of natural disasters and to move disaster victims from temporary solutions (e.g., rental dwellings, manufactured housing, etc.) to permanent housing. The proposed project site is located in the New Orleans West Bank neighborhood of Algiers, Orleans Parish, Louisiana, and is bound by Semmes Street to the north, General De Gaulle Drive to the south, the Mississippi River to the east, and Thayer Avenue on the west.
