Environmental Assessment for the City Hall and Community Center Relocation, Palo, Iowa (May 2009)
During storms in June 2008 that caused the Cedar River and its tributary, Dry Creek, to overtop their banks, the City Hall/Community Center in Palo, Iowa was flooded and was deemed uninhabitable by the Linn County Environmental Health Department. The City has applied for funding under FEMA’s Public Assistance Program to relocate and reconstruct the City Hall/Community Center. In accordance with the National Environmental Policy Act of 1969 (NEPA),
the Council on Environmental Quality regulations implementing NEPA (CFR Parts 1500-1508), and FEMA’s implementing regulations at 44 CFR, Part 10, an Environmental Assessment has been prepared to evaluate the potential environmental impacts of the proposed project.
