Environmental Assessment for Biloxi Community Center, Library and Mixed-Use Facility Project, Harrison County, Mississippi

The City of Biloxi has submitted an application for Federal Emergency Management Agency (FEMA) funding under FEMA’s Public Assistance program being administered in response to FEMA-1604-DR-MS for the proposed Biloxi Community Center, Library and Multi-Use Facility. The following five Biloxi municipal facilities were severely damaged or completely destroyed by Hurricane Katrina: Biloxi Library/ George Ohr Center, Hubert Mullins Senior Citizen Center, O’Hanlon Recreational Center, Point Cadet Hanger, and Point Cadet Boxing Club. Damages to the buildings exceeded the 50% repair/replacement ratio, meeting FEMA’s criteria for demolition and replacement.
