Programmatic Environmental Assessment for Mississippi Alternative Housing Pilot Program
This PEA evaluates the long-term and permanent housing actions proposed by the State of Mississippi (State) and FEMA under the AHPP for Mississippi residents displaced as a result of Hurricane Katrina. This PEA also provides the public and decision-makers with the information required to understand and evaluate the potential environmental consequences of these actions. FEMA will use this PEA to determine the level of environmental analysis and documentation required under NEPA for any proposed AHPP housing action in Mississippi, given the available site-specific information. If the alternatives, levels of analysis, and site-specific information of an action proposed for FEMA funding are fully and accurately described in this PEA, then no further documentation will be required to comply with NEPA.
