Supplemental Environmental Assessment, Cambria Flood Mitigation, San Luis Obispo County, California (November 2006)

FEMA is proposing to fund a flood mitigation project in San Luis Obispo County, California, through its Hazard Mitigation Grant Program (HMGP). FEMA has prepared the Final Programmatic Environmental Assessment for Typical Recurring Actions Resulting from Flood, Earthquake, Fire, Rain, and Wind Disasters in California (PEA), which assesses common impacts of the action alternatives that are under consideration at the proposed project site. While the PEA adequately assesses impacts from the action alternatives for some resource areas, other resources are not fully assessed in the PEA. Therefore, for this specific HMGP project to comply with the National Environmental Policy Act, FEMA has prepared this Supplemental Environmental Assessment to fully evaluate the impacts of the proposed project. The proposed flood mitigation project consists of the construction and operation of a detention basin, a gravity storm drain system, and a pump station.
