Environmental Assessment for Hamilton Drain Watershed Basin and Stormwater Improvements, Polk County, Iowa (November 2012)
Pursuant to Section 404 of the Robert T. Stafford Disaster and Emergency Assistance Act of 1974, as amended and 44 CFR 206 subpart N, Polk County has requested funding through FEMA’s Hazard Mitigation Grant Program (HMGP). FEMA’s HMGP provides grants to state and local governments to implement long-term hazard mitigation measures after major disaster declarations. The purpose of HMGP is to reduce the loss of life and property due to natural and human-related disasters and to enable mitigation measures to be implemented during the disaster recovery process. The purpose of the proposed project is to assist Polk County in reducing frequent flooding within the Hamilton Drain Watershed and thereby reduce damages to roads, septic systems, homes, and businesses. The National Environmental Policy Act (NEPA) requires that Federal agencies evaluate the environmental effects of their proposed and alternative actions before deciding to fund an action. The President’s Council on Environmental Quality (CEQ) has developed a series of regulations for implementing the NEPA. These regulations are included in Title 40 of the Code of Federal Regulations (CFR), Parts 1500–1508.
