Environmental Assessment for the WTMJ Transmitter Site, Union Grove, Racine County, Wisconsin (January 2010)

FEMA has identified several radio transmission sites throughout the U.S. that provide significantly powerful signals that can be used for communication purposes in the event of a national catastrophe. FEMA has contracted with the Primary Entry Point Administrative Council, Inc. (PEPAC) to upgrade, maintain, and manage the auxiliary fuel systems installed and owned by FEMA at each of these radio transmissions site. PEPAC is proposing to close and remove an existing 5,000-gallon diesel fuel Underground Storage Tank (UST) system and install a new 12,000-gallon diesel fuel UST system at the WTMJ transmitter site, which is located at 20101 Church Road in Union Grove, Racine County, Wisconsin. In accordance with the National Environmental Policy Act (NEPA) and FEMA’s NEPA implementing regulations at 44 CFR Part 10, an environmental assessment has been prepared to evaluate the impacts of the proposed project.
