This biennial report on the National Dam Safety Program for Fiscal Years 2006 and 2007 is submitted to Congress by FEMA. Section 215 of the Water Resources Development Act of 1996 (Public Law 104-303) states that the Director (now Administrator) of FEMA will submit a biennial report that describes the status of the Program, the progress achieved by the federal agencies during the 2 preceding fiscal years in implementing the Federal Guidelines for Dam Safety (http://www.fema.gov/plan/prevent/damfailure/fema93.shtm), and the progress achieved by the states participating in the Program. The biennial report also is to include recommendations for legislative and other action that the Administrator considers necessary.
