Mitigation Interim Policy, MRR-2-09-1, Hazard Mitigation Assistance for Safe Rooms

Interim Policy MRR-2-09-1 describes FEMA's policy on the use of Pre-Disaster Mitigation (PDM) and Hazard Mitigation Grant Program (HMGP) funds for safe rooms. The policy will ensure national consistency in the use funds for the construction or retrofit of residential, non-residential or community safe rooms. These activities are for the mitigation purpose of immediate life safety resulting from structural and building envelope protection against extreme wind hazards for a limited at-risk population. This policy supersedes the previous memorandum on this subject, MRR-2-07-1 issued March 7, 2008. Implementation guidance is available which provides additional instruction for specific sections of MRR-2-09-1 . Applicants and subapplicants must also comply with these parts. The implementation guidance, dated April 30, 2009 and issued May 1, 2009, is superseded by Part IX C.4 of the FY10 Unified HMA Guidance. A memo dated 2/7/2012 waives certain requirements related to costs associated with land acquisition.
