The business plan summary highlights the proposed and completed MMMS activities that each FEMA MMMS Partner has undertaken, presents how the FEMA Regional Office allocated its funding from FEMA Headquarters to each State in Federal FY05, and identifies risk factors that may have impacted the FEMA MMMS Partner’s resources. All of these categories are shown in relation to the Flood Map Modernization mapping schedule. sTaTe Vision for Map ModernizaTion and iMpleMenTaTion The Division of Water’s vision for Map Modernization is to provide more accurate and complete flood hazard information for Ohio communities. Additionally, Ohio communities will have accurate, up-todate flood maps. This information will result in better decisions concerning the flood risk and development alternatives for flood hazard areas across Ohio. At the same time, the State’s vision includes using Map Modernization as an opportunity for outreach to communities and technical assistance to improve local floodplain management programs. Ohio is participating in Map Modernization because the State has value to add to the process through the establishment of priorities, technical assistance to and coordination with communities, applying engineering expertise to assist in flood map production and our mandate to coordinate flood risk reduction for Ohio. significanT accoMplishMenTs and sTrengThs OR success sTories Traditionally, the Ohio Department of Natural Resources (DNR), Division of Water (DOW), has participated in the updating of FEMA flood maps. That participation focused on community technical assistance to a large extent and on flood mapping production to a much lesser extent. Goals of the DNR include: • The Floodplain Management Program will implement High Performance Work Place tools, strategies and processes to ensure efficiency, outstanding customer service, and high employee satisfaction. • The Floodplain Management Program will use partnerships, education and public awareness, technical assistance, and integration of technology to effectively influence land use and development decisions statewide. • The DOW will have a clear understanding of the Floodplain Management Program’s mandates and the actions and resources required to support them. The DOW’s goal will be to develop CTP agreements with two counties per year in addition to conducting quarterly coordination meetings with all CTPs and other agencies. Increased awareness of the CTP program will be achieved through quarterly coordination meetings with prospective CTP communities, development of CTP agreements, and monitoring of active agreements. Technical assistance includes providing this to communities for reviewing CTP activities, Memorandum of Understanding templates, and outreach to notify communities of the CTP framework. sTaTe populaTion sTaTisTics Source: U.S. Census Bureau unMeT needs of ohio's Map ModernizaTion prograM Activities within the State’s Map Modernization program are funded through MMMS, CTP, Community Assistance Program, and the Ohio General Revenue Fund. Should funding be reduced by FEMA, there currently is no spare capacity to absorb those costs.
