FEDERAL INSURANCE AND MITIGATION ADMINISTRATION FEMA's National Earthquake Technical Assistance Program What is NETAP? The National Earthquake Technical Assistance Program (NETAP) is FEMA’s program for delivering earthquake education and awareness training to the public, a FEMA statutory responsibility under the National Earthquake Hazards Reduction Program (NEHRP). NETAP helps State, local, and Indian tribal governments, non-profit organizations, and the private sector obtain the knowledge and tools needed to plan and implement effective earthquake mitigation strategies. NETAP provides the following: • Training courses and materials for classroom instruction or independent study in a variety of seismic risk-reduction topics and for a variety of stakeholders. • Technical assistance through advice and shared expertise to develop and implement earthquake mitigation programs. • Tools development to assist in earthquake mitigation efforts. • Special support for demonstration projects, unique projects, or replicable mitigation initiatives, depending on available funding. NETAP Training and Other Assistance For more information on available training courses and assistance, see: http://www.fema.gov/plan/prevent/earthquake/ training_netap.shtm Requesting NETAP Assistance State, local, and Indian tribal governments and other mitigation partners must submit a written request for NETAP assistance. The request must describe the assistance needed; purpose and scope; timeline; and other necessary details. The request must be submitted to the State Earthquake Manager (see below), who will submit the request to FEMA Regional Earthquake Manager and HQ NETAP Program Manager for coordination, review, and approval. Paying for NETAP Assistance If training assistance is needed, FEMA pays the salary and travel of an approved instructor and student educational materials. The applicant or requesting organization is responsible for logistical requirements, such as classroom space, AV equipment, refreshments, and registration. When providing tools-development, special- project, or technical assistance, FEMA may also partially or fully pay for the development of tools, special projects, or technical assistance, depending on project scope and funding availability.
