2011 3rd Quarter Congratulations! Hazus User of the Year! Congratulations to Hope Seligson, an Associate at MMI Engineering, for her outstanding work with Hazus and her many contributions to the program. Ms. Seligson has been an exceptional member of the Hazus user community since 1997. Ms. Seligson was also on a team that reviewed and assessed the Hazus earthquake model during the pilot testing phase. Perhaps her most significant contribution to the program, Ms. Seligson was a member of the interdisciplinary team that developed the Hazus flood model. While working on the model, she was responsible for reviewing the various damage functions, was instrumental in the development of the replacement and depreciated replacement values, and assisted with the development of the general building stock databases. Without doubt, Ms. Seligson was a key member of the project team and an integral part of the model’s success. After Hazus was released, Ms. Seligson worked to strengthen all three models as she assisted with modifications to the Hazus residential database and was involved in a feasibility study for assessing risk to the National Dam Inventory. Ms. Seligson serves as a subject matter expert in Hazus and GIS on a regular basis by working on multiple projects and speaking at conferences. Ms. Seligson supported the development of the Earthquake Planning Guides for Field Commanders and Emergency Operations Center Personnel by using Hazus to create thirteen plausible earthquake scenarios that could impact the City of Riverside, California. In 2007, Ms. Seligson played a key role in the MAPIX Region IX-Mainland Interface project team that produced three pilot studies for Southern California communities (Orange, Riverside, and San Bernardino Counties), which became one of the foundations for FEMA’s Risk MAP (Mapping Assessment and Planning) program. Ms. Seligson participated in the San Bernardino County Operational Area Hazard Mitigation Plan update in 2010-2011 as part of the ICF International project team. She provided city-specific hazard maps, tables of facility exposure to hazards and Hazus earthquake risk assessment results for 55 cities, towns and special districts. The Hazus analysis included three earthquake scenarios and results including building and population impacts at the city level. Ms. Seligson has played a key role in other Hazus projects as well, including Pacific Gas & Electric’s Playbook project for developing an internal handbook to outline actions to be taken after a catastrophic earthquake.
