Before, Plaquemines Parish needed to replace damaged contents “item for item” when using federal dollars, whereas this new approach allows them to buy similar items within five agreed upon categories. “This is another example of the great team work that FEMA is doing. Because of these efforts we have made great progress in rebuilding our great parish. I am thankful for the ongoing relationship we have with the people at FEMA,” said Plaquemines Parish President Billy Nungesser. To date, including this recent consolidated grant, FEMA has provided approximately $808.5 million for hurricanes Katrina and Rita recovery efforts throughout Plaquemines Parish. St. Roch Market Groundbreaking Ceremony Held in New Orleans Last week, officials joined community members to break ground at the St. Roch Market on St. Claude Avenue between the St. Roch and Marigny neighborhoods. The St. Roch Market was constructed in 1875 and was most recently used as seafood market prior to Hurricane Katrina. The building suffered from heavy winds and rain damage as well as a foot and a half of flood water during Katrina. FEMA has obligated $939,548 for repairs. The city of New Orleans has expanded the scope of project repairs to include code and standards up-grades and improvements that will be funded through a Community Development Block Grant. City officials indicate that they intend to execute a historic restoration to the facility and operate it as a market similar to its original function, including 12 stalls for multiple end users along with a new restaurant with outdoor dining. LRO Executive Director Joe Threat addresses the public during the ground-breaking ceremony of the St. Roch Market.
