| Funding for the alternate project stems from damages incurred to the POTB railroad line during severe storms, flooding, landslides, and mudslides that occurred from December 1-17, 2007.
The purpose of this project is to fund the construction of four new independent construction projects at the POTB to assist the POTB in their recovery from the loss of their economic base. In accordance with the National Environmental Policy Act (NEPA) of 1969, FEMA
must evaluate the environmental consequences of proposed actions on the natural and human environment before deciding to fund an action, including evaluating alternative means of addressing the purpose and need for a federal action. The President’s Council on Environmental Quality (CEQ) has developed a series of regulations for implementing NEPA. These regulations are included in 40 CFR, Parts 1500–1508.
