Lessons in Community Recovery: Seven Years of Emergency Support Function #14 Long-Term Community Recovery from 2004 to 2011 documents how planning guidance and technical assistance can improve community recovery outcomes. This report provides federal, tribal, state, and local recovery partners with information and illustrations to demonstrate how a Whole Community process can establish a holistic and inclusive recovery system that leverages all resources, from both the public and private sector.
The “lessons learned” in this report provide a solid foundation for implementation of the National Disaster Recovery Framework (NDRF). The NDRF expands upon the work of ESF #14, and translates the knowledge gained in the past seven years into guidance. This knowledge will be used to improve recovery and coordination in future disasters.
