Theodore Monette, Jr photoTed Monette, Jr., serves as the Director of the Office of Federal Coordinating Officer Operations. Monette is responsible for the recruitment, training, deployment, professional development and management of senior federal officials that are appointed by the President to lead and manage major and emergency disasters throughout the nation. Reporting directly to the FEMA Administrator, he is a member of the career Senior Executive Service of the Department of Homeland Security.

MMonette was appointed by President Bush, September 11, 2001, to serve as the FCO for the attack on the World Trade Center in New York City. He was the senior federal official responsible for establishing the immediate federal presence on the scene, establishing command and control of federal resources, and coordinating all federal assets deployed for the response and initial recovery efforts supporting the City and State of New York.

In 2005, following the change in FEMA's leadership during hurricanes Katrina and Rita, Monette was selected to serve as the senior FEMA official in the greater New Orleans area. In that capacity he was responsible for assisting in the successful aerial evacuation of over twenty thousand evacuees from the New Orleans Airport and for assisting in oversight of the initial remains recovery and temporary housing effort operations. During the 2008 Hurricane Season he was selected to serve as the FEMA Administrator's personal representative to the mayors of New Orleans and Houston, providing counsel and guidance to the mayors and their senior staff regarding federal capabilities and processes.

Prior to his employment at FEMA, Monette completed a distinguished military career highlighted by continual senior command and operational assignments. He is a veteran of the Vietnam War and his military awards include those for valor, service and exceptional performance. Monette is a Certified Emergency Manager, has earned Master's degrees from both the University of Maine and the U.S. Naval War College, has successfully completed the Harvard JFK School of Government Senior Managers in Government and Leadership in Crises curricula, the Naval Post Graduate School Executive Leadership Program, and has represented DHS-FEMA in Spain, Russia, and Macedonia.
