Patricia A. Kalla photoPatricia A. Kalla serves as the Director of the Office of the National Advisory Council and the Designated Federal Officer for the Federal Emergency Management Agency’s National Advisory Council, in the Office of the Administrator, Department of Homeland Security, FEMA.

Kalla serves as the principal advisor to the Office of the Administrator in the conceptualization and development of policies, plans, and programs to ensure effective operation of the National Advisory Council and the Agency’s line of business.  She oversees all activities of the Office of the National Advisory Council and provides expert direction, policy, program and operational support to the Agency and FEMA’s National Advisory Council.

During 2008 – 2011, Kalla served as Director of the Office of Regional Operations. Kalla provided leadership to ensure that all policy, managerial, resource and administrative actions that affect or impact the FEMA Regional Offices received effective coordination between FEMA Headquarters and the FEMA Regional Offices. She also ensured that FEMA policies, programs, administrative and management guidance were implemented in the regions in a manner consistent with the agency’s overall goals. She acted as the primary integrator at FEMA Headquarters to coordinate and ensure the successful execution of regional roles and responsibilities.

Kalla has over 20 years of federal service which spans the areas of medical technology, federal acquisition, program management and emergency management. Her experience also includes 10 years in the private sector.

Prior to coming to FEMA in October 2007, Kalla was Program Lead for the Principal Federal Official Program at the DHS National Protection and Programs Directorate. She was responsible for the analysis, design, development and implementation of training programs to enhance the capacity of PFOs to perform their duties representing the Secretary of DHS. Kalla also held positions in other DHS components to include: Science and Technology Directorate, Office of Infrastructure Protection and the DHS Integration Staff.

Prior to joining DHS, Kalla worked for the Enviromental Protection Agency as the Regional Coordinator for the EPA Emergency Response Leadership in EPA Regions I – X. She was also the HQ Lead for EPA’s On Scene Coordinator Task Force, and EPA’s OSC Readiness Training. During this time, she established and implemented a “grass roots approach” to regional issue identification and policy development that is still in place at EPA today.

Kalla holds a Master’s Degree in Business Administration and a Bachelor of Science Degree in Biology. She is also a board certified Medical Technologist.
