Summary: As a result of heavy rainfall during the January 2005 Winter Storms, FEMA prepared PW #3103 in September 2005 for $854,835 to fund stabilization of a shallow slope failure in order to restore the unpaved shoulder along a section of Newell Road at Corral Canyon Road, in Los Angeles County. The PW calls for a 360-foot long soldier pile wall with pre-cast reinforced concrete panels. While the Applicant concurs with the length of the damaged slope, it contends that the repair requires a 383-foot long soldier pile wall, with a mix of single and double anchored tiebacks, reinforced concrete cost-in-place substantially more excavation, and removal and replacement of considerably more asphalt pavement and base. The estimated total project cost requested in the second appeal is $3,394,491.
