Now Accepting Applications For All FY15 Leader Development Programs!

The Employee Development Division is pleased to announce applications are now available for the FY15 programs.  Applications are being accepted for:

  • Emerging Leaders Program (GS-12 and under)
  • Future Leaders Program (GS-9 to GS-12)
  • FEMA Fellows Program (GS-13 – GS-14)
  • FEMA Pinnacle Program (GS-15)

Executive Potential Programs:

  • Excellence in Government Fellowship (GS-14 – GS-15)
  • Leadership for a Democratic Society (GS-15)

Rotational Assignments

Now Available - Fully Funded Rotational Assignments!

The Employee Development Division (EDD) is pleased to announce an improved rotational assignment program that provides employees at Headquarters and Regions/Fixed Sites the opportunities for learning new perspectives and enhancing leader competencies!  EDD will fund travel and per diem for 15 rotations. 

Rotational Assignments are great ways to build proficiency in technical and leader competencies, while learning about other organizations.  The Employee Development Division has streamlined the process, making it easier for you to post and apply for rotational assignments.  To learn more about rotations, visit the Internal Rotations Program Page  or email  Employees can apply for rotations and supervisors can post rotational assignment opportunities directly on that site.  We are currently seeking rotational assignments – please take some time to post a rotational assignment!

Available Workshops

For details on each workshop, please visit the Workshops page of the Leader Development intranet site at  All workshops are offered in the OCCHCO Training Suite in Washington, DC unless otherwise noted.  EDD will fund travel for up to five individuals for some workshops on a competitive basis (workshops with an * have travel available).  Individuals outside the NCR should email for a Workshop Travel Registration Form and a list of available workshops.  Space is limited in workshops, so register early.  Due to limited space, individuals may register for two workshops and be placed on a wait-list for others.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the start of the session.

Supervisory Learning Requirements – Sessions are now available!

Sessions are now available for individuals to meet the requirements for completing their supervisory learning requirements.  New supervisors will be assigned to the full Fundamentals of Leadership Program; individuals who are already supervisors but did not complete HR for Supervisors nor the Leadership Essentials workshop, will complete a condensed version of the course so that they may be reported in compliance.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the start of the session.

Fundamentals of Leadership Program – Individuals hired or promoted after May 1, 2014 will receive information within their first week on the program.  Each individual will be assigned to the next scheduled L90X Online Orientation and the next week-long Leadership Essentials workshop.  The Leadership Essentials workshop is offered quarterly and held in Washington, DC – travel and per diem is fully funded by the Employee Development Division.  The schedule for the remainder of FY14 is:

  • Leadership Essentials             Monday, September 29 – Friday, October 3

FEMA Supervisory EssentialsThis three-day workshop is a condensed version of the Leadership Essentials workshop for new supervisors, and is designed for experienced supervisors.  Individuals who were in supervisory positions before May 1, 2014 and who have not completed HR for Supervisors or Leadership Essentials should enroll on one of the upcoming sessions to ensure they are in compliance.  This workshop is held in Washington, DC – travel and per diem is fully funded by the Employee Development Division.  Please email and indicate which date you would like to attend.

  • Monday, September 22 – Wednesday, September 24

New Continual Learning for Supervisors 

Beyond a Reasonable Doubt – Effective Interviewing and Selection Practices

The Employee Development Division is pleased to announce a new workshop for supervisor’s that introduces best practices in creating interview panels, behavioral interviewing, and checking references so that hiring managers are making informed selection decisions.  This two-day workshop is open to all hiring managers!  The workshop will be held in Washington, DC and travel funding is available.  Upcoming dates for this workshop are:

  • July 22-23, 2014
  • September 8-9, 2014

The workshop meets both days, 8:30-4:30.  Participants will practice drafting effective behavioral interview questions based on technical and leader competencies, and participate in mock interviews.  Email for qualification information and a registration form.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the start of the session. 

Available Live Events

Leader Development events are designed to provide employees the chance to build proficiency in leader competencies, in an informal manner.  Please contact to register for an event.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the event.

Leader Forum – Each month a new speaker will share his/her personal leader development journey, the best practices and lessons learned along the way, and how he/she continues to build proficiency in leader competencies.  Leader Forums are live in DC, and available via VTC outside DC area.  Participating in a Leader Forum counts towards continual learning requirements.  Leader Forums are held 1p-2p Eastern time on the following dates:

Career CounselingNot sure which leader competencies you should be working on?  Can’t figure out the right development opportunities for you?  Sign-up for a Career Counseling session!  Experience leader development practitioners will meet with you live, in-person or via Lync Video Chat to discuss your personal goals and help to identify the employee development opportunities that are right for you. Appointments are required.  Email to schedule an appointment – please indicate if you will be in-person or via Lync chat.   Appointments begin on the hour and last 50 minutes.  Career Counseling sessions are scheduled for:

Continual Learning Opportunity for GS-13 through GS-15 – Communication Matters

The U.S. Department of Energy (DOE) Interagency Leadership Development Resource Center invites eligible participants to attend a free one-day workshop to learn better communication skills. This workshop is designed to improve communication skills as a result of the techniques presented. Participants will practice techniques of “getting to the point” quickly, and they will learn straightforward, simple ways to organize their thoughts and ideas. This workshop will enhance and supplement competencies in all Executive Core Qualifications.

New Online Learning– Merit systems Protection Board Mock Hearing

The U.S. Office of Personnel Management’s (OPM) Employee Services is pleased to announce the next installment of the Employee Services Policy Series:  Back to the Basics.  There is no cost.  The Employee Services Policy Series:  Back to the Basics is a sequence of publicized training events to improve the capabilities and competencies of Federal managers and Human Resources practitioners.  Employee Services provides policy direction and leadership in designing, developing, and promulgating government-wide human resources management systems and programs.

Mark McGibbon, Lockheed Martin Corporation’s Visiting Graduate School Chair at the National Defense University (NDU) Information College (iCollege), will address the history and current uses of the Process Enneagram©. The Process Enneagram© is a process for strategic leaders, operational leaders and organizational employees to attain an understanding of organizational issues, culture, structure, information, relationships, learning potential, intentions, work, and standards. The use of the Process Enneagram© allows a holistic perspective of the organization to overcome current issues, achieve the desired mission, while envisioning the future. Panel Discussion for SES, SL/ST, Excepted Service, GS-14 and GS-15 employees

The U.S. Department of Energy (DOE) is pleased to announce their next scheduled Leadership Development Series event, Confidence Matters:  Why are women less self-assured than men and why it makes a difference. There is no cost. This event is a candid conversation for men and women with a panel of distinguished female executives and professionals about why confidence is just as important as competence in the workplace. The panel of women from SES to front line managers will discuss their own unique struggles with conquering the “Confidence Gap” and how we can all ensure that agencies take full advantage of all their available talent.

Planning for Retirement Seminar!

The Office of the Chief Component Human Capital Officer will offer a comprehensive three-day seminar on employee’s Federal Benefits and options are retirement, along with financial and tax planning, estate planning, health and fitness in retirement, and transition to retirement.  To register for the session, please visit  Select the session title on the available date and click My Registration, and then ‘okay’.  You will receive automated registration notification and updates as the seminar start date approaches.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the start of the session. Competitive Programs

Many of the programs offered by FEMA and its partners require a competitive selection process.  Some programs require more than one application.  All applications must be sent as a single PDF to by 12:00 Noon Eastern time on the due date.  Incomplete applications will not be accepted.  The following programs are now accepting applications:

Naval Postgraduate School Center for Homeland Defense and Security (CHDS) – Master’s Program – This program offers employees the opportunity to complete a master’s program on a part-time basis over 18 months.  Employees travel to in-person sessions once per quarter, then complete the remainder of the course work online.  This program is available to GS-12 and higher; exceptional GS-11 may apply.   Travel funding is provided for this program.  This program requires two applications, both of which can be found at  FEMA employees must also submit a Competitive Program Endorsement signed by the Senior Executive of their organization.  This program is now accepting applications for Spring 2015 and Summer 2015 cohorts.

  • DHS Master’s Application & Competitive Program Endorsement are due 9/15/14
  • CHDS  Application is due 12/1/14

Naval Postgraduate School Center for Homeland Defense and Security (CHDS) – Executive Leader Program (ELP) – This program offers GS-15 and Senior Executives the opportunity to interact with local, state, tribal and federal government agencies, and the private sector through an educational forum that is designed to enhance senior leaders’ capacity to identify and resolve homeland security problems.  Employees travel to four in-person sessions throughout the year.  Travel funding is provided for this program.  .  This program requires two applications, both of which can be found at  FEMA employees must also submit a Competitive Program Endorsement signed by the Senior Executive of their organization.  This program is now accepting applications for the cohort that begins in Spring 2015.

Mentoring Program

Seeking new mentors! 

The Employee Development Division is seeking mentors to share their knowledge, experience and expertise with other FEMA employees.  Serving as a mentor is a great way to earn credit for give-back!  We are seeking mentors for the following:

Ask an Expert – We are seeking individuals at the GS-14, GS-15 or SES level who are subject matter experts in a designated area.  Individuals will be asked to answer questions posed through a blog on the FEMA Employee Development University.  Commitment varies from one-hour to three hours per month.  Mentors must have at least 2-year’s experience as a FEMA employee.  Designated areas are:

  • Policy Development
  • Employee Development
  • Budget Management
  • Time Management
  • Public Speaking / Presentations

Speed Mentoring – We are seeking individuals in a supervisory role to serve as mentors in HQ Speed Mentoring events.  Individuals will be grouped as First Line Supervisors, Managers or SES and spend 25 minutes with a small group; then rotate to the next group; and finally, a third group.  Time commitment is 2 hours per event.

Action Mentoring – Action Mentoring is a short-term (30-60-90 day) relationship between a Mentor and Protégé for a particular task.  Mentors must have at least 2-year’s experience at FEMA.  We are seeking Action Mentors who are subject matter experts in the following areas:

  • Procurement Actions
  • Policy Development
  • Employee Development
  • Hiring / Interviewing

Join the FEMA Leader Development Book Club!

This month’s selection:  Performance Oriented Management:  A Practical Guide for Government Agencies.  This book is available in Books 24x7!

Expand how you learn – join the FEMA Leader Development Book Club!  The Book Club features a new book each month – and there are multiple ways you can participate!

  • Sponsor a Book Club in Your Organization – Sign up at least five members and have a local discussion!  We will provide all Book Club sponsors with the materials you need for your discussion. 
  • Join the At-Large Book Club – Don’t have enough participants for a club in your organization?  Then join the At-Large Club!  Participants will read the book and participate in an online discussion! 
  • Read a Book on Your Own – Don’t want to join in on a discussion?  You can choose any selection from the FEMA Leadership Library and send in a short summary of 2-3 key takeaways – and you will earn credit for reading the book!

Some of the books we select are available for free through Books 24x7 in FEKC – and you can access them from outside the firewall on your personal computer or tablet – plus you can make PDF copies of up to eight chapters per month!  To access the book, you will need to ensure your Java settings are up-to-date.  Contact the FEMA Enterprise Service Desk for additional information.

The Book Club is open to all PFT, TFT and CORE employees.  Earn leader development continual learning credit for participating!  Employees will earn 5 hours of continual learning by reading the book, plus an extra hour for participating in the discussion.  Supervisors who host a book discussion will earn three hours of give-back credit!

All webinars start at 2pm Eastern Time.  Make sure you login at least five minutes prior to the session start.  You may need to download a plug-in and the system may generate a pop-up asking if you would like to continue.  If the system seems hung up, minimize the window and look for the pop-up.  Be sure to enter your full name so that you receive credit for attending.  You must be present for the entire webinar in order to receive credit.  Individuals who require a reasonable accommodation are asked to send their request at least two business days prior to the start of the session.
