Performance Management is Going Electronic!

The Performance Management unit has been launched in FHR Navigator. All GS, CORE, and Wage Grade employees and supervisors will now complete performance management forms online. The forms are fillable with the ability to electronically route, upload, and sign attachments electronically.If you have not used FHR in the past, obtain your username and password by clicking on “First Time User?” Follow the instructions for, “Establish Login for New User,” to create a username and password.

In January 2014, 1st level supervisors will complete the following items with their direct reports in FHR Navigator:

GS & CORE Employees and Supervisors

1. 2013 Appraisals

  • FEMA Form 30-60 for employees and FEMA Ratings Calculator for supervisors.
  • Attach a scanned copy of the paper 2013 performance plan and quarterly reviews.
  • Electronically sign.

2. 2014 Performance Plans

  • Set new individual performance goals for their direct reports in FHR Navigator.
  • Discuss individual performance goals & core competencies.
  • Electronically sign.
  1. All 2013 appraisals & 2014 new performance plans are due by January 30, 2014.

Wage Grade Employees and Supervisors

  1. 2014 1st Quarter Reviews
  • FEMA Form 30-65 for employees and FEMA Form 30-65 & 30-65A for supervisors.
  • Attach a scanned copy of the paper 2014 performance plan.
  • Electronically sign.
  1. All 2014 1st quarter reviews are due by January 14, 2014.
