Tribal Summit and Presidential Directives affect FEMA
More than 400 members of federally recognized tribes gathered at the Department of the Interior at a Tribal Nations Conference hosted by President Barack Obama, Secretary of the Interior Ken Salazar and Cabinet Members. President Obama delivered opening remarks and signed a Memorandum of Understanding that directs every cabinet agency to give a detailed plan within 90 days of how they will finally implement a Clinton era executive order to establish regular and meaningful tribal consultation and collaboration.
The directive outlined in the memorandum is clear. FEMA, along with other federal agencies, must develop a detailed plan of action the agency will take to implement the policies and directives of Executive Order 13175, Consultation and Coordination with Indian Tribal Governments. In short, our agency will take steps to ensure the implementation and enforcement of the provisions of the FEMA Tribal Policy and will engage tribes in policy and program developments as we would any other government. Existing policies and programs will be reviewed and revised as well. Tribes will be consulted and tribal representatives will be included as members of many of our existing committees. Other positive changes will occur as we develop the nation-to-nation relationship with tribes and as we build our capabilities to provide the highest quality of services to all our customers.
