Fiscal Year 2006 Program Information

The FY 2006 RFC Program Guidance provides information and guidance on implementing the RFC program in FY 2006, including program requirements, eligibility, and grants management.  The Fiscal Year 2006 RFC Program Guidance is available from the FEMA Library.

FY 2006 Priority:  In FY 2006, the priority is to fund the acquisition of severe repetitive loss properties as defined in the Flood Insurance Reform Act of 2004 (FIRA 2004), as well as non-residential properties that meet the same flood insurance claims thresholds as severe repetitive loss properties, defined as either:

Selections for award are further prioritized to fund acquisitions that create the greatest amount of savings to the NFIF based on a benefit-cost analysis. A FEMA-approved State/Tribal standard or enhanced hazard mitigation plan is required for eligibility; however, a local plan is not required.
