The DHS Infrastructure Protection Program (IPP) is designed to strengthen the Nation’s ability to protect critical infrastructure facilities and systems. IPP comprises seven separate grant programs:
Together, these grants fund a range of preparedness activities, including strengthening infrastructure against explosive attacks, preparedness, planning, equipment purchase, training, exercises, and security management and administration. IPP programs support objectives outlined in post-9/11 laws, strategy documents, plans, Executive Orders and Homeland Security Presidential Directives, the National Preparedness Guidelines and associated work products, including the National Infrastructure Protection Plan and its transportation sector-specific plans, and Executive Order 13416 (Strengthening Surface Transportation Security).
The FY 2008 IPP contains significant improvements based on extensive outreach to stakeholders. In addition, the risk assessments that form the basis for eligibility under the IPP have been refined to conform with the provisions of the Implementing Recommendations of the 9/11 Commission Act of 2007.
All applicants will have 45 days this year to complete the application process. Additionally, some IPP grants will be executed as cooperative agreements, which allows for more collaboration between DHS and the applicants as they refine their funding proposals. DHS has also created multiple opportunities for applicants to consult with the Department’s grant program and subject matter experts during the review process and prior to the announcement of awards.

Total Funding Available in FY 2008: $388.6 million
Purpose: The TSGP provides grants to the Nation’s key high-threat Urban Areas to enhance security measures for their critical transit infrastructure including bus, rail, and ferry systems. This year, the TSGP will also provide funding to Amtrak for continued security enhancements for its intercity rail operations between key, high-risk Urban Areas throughout the United States.
Eligible Applicants: Each Governor designates a State Administrative Agency (SAA) to apply for and administer the funds under the TSGP. The SAA is the only agency eligible to apply for the TSGP, and it is also responsible for obligating program funds to the appropriate transit agencies within 45 days of the receipt of funds.
Transit Security Grant Program (TSGP)

Freight Rail Security Grant Program (FRSGP)
Total Funding Available in FY 2008: $15 million
Purpose: The purpose of the FY 2008 Freight Rail Security Grant Program (FRSGP) is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within freight railroad systems.
Eligible Applicants: Eligible applicants for the FY 2008 FRSGP are determined by DHS as Class I, II, and III freight railroad carriers and owners of railroad cars used in the transportation of security-sensitive material. Applicants are divided into two groups based on the types of projects they can apply for: Class I railroad carriers, and Class II/III railroad carriers.

Intercity Passenger Rail Program (IPR)
Total Funding Available in FY 2008: $25 million
Purpose: The purpose of the FY 2008 Intercity Passenger Rail Program (Amtrak) is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies within the Amtrak rail system.
Eligible Applicants: Amtrak is the only agency eligible to apply for funding.

Total Funding Available in FY 2008: $388.6 million
Purpose: The PSGP provides grant funding to port areas for the protection of critical port infrastructure from terrorism. PSGP funds help ports enhance their risk management capabilities, domain awareness, training and exercises, and capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices and other non-conventional weapons.

Purpose: The TSP provides $15,544,000 for an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines.
Eligible Applicants: Anyone is eligible to apply for program funding as long as they support all four funding priority areas: participant identification and recruitment; training; communications; and information analysis and distribution for an anti-terrorism and security awareness program.

Purpose: The TSP provides $15,544,000 for an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines.
Eligible Applicants: Anyone is eligible to apply for program funding as long as they support all four funding priority areas: participant identification and recruitment; training; communications; and information analysis and distribution for an anti-terrorism and security awareness program.
TSP Program Guidance and Application Kit (PDF 271 KB, TXT 106 KB)
Total Funding Available in FY 2008: $48.5 million
Purpose: BZPP provides grants to build security and risk-management capabilities at the State and local level in order to secure pre-designated Tier I and Tier II critical infrastructure sites, including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities.
Eligible Applicants: Specific BZPP sites within 45 States have been selected based on their level of risk and criticality. Each State with a BZPP site is eligible to submit applications for its local communities to participate in and receive funding under the program. Therefore, BZPP funding allocated to any given State or territory is a function of the number, type, and character of the pre-identified sites within that State or territory.
