SUBJECT: Reopening of the FY 2007 Flood Mitigation
Assistance (FMA) Application Period
I am notifying you that FEMA has a limited amount of excess funds in the 2007 Flood Mitigation Assistance (FMA) Program. After processing all requests received by the FMA application deadline for target and supplemental applications, all of the FMA funds were not awarded. I intend to make these funds available to new eligible FMA applicants from States, territories, and Tribal governments and award these new applications by September 30, 2007. In order to award these funds by the September 30th deadline, I need to reopen the FMA application period in eGrants for a limited time of May 21 to June 4, 2007.
This timeframe does not allow adequate time for the development of new grant applications. Consequently, I encourage interested applicants to submit eligible FY 2007 Pre-Disaster Mitigation Program (PDM) applications that were previously submitted, but were not selected for further review, and FMA applications that were under the final stages of development.
If eligible applications were previously submitted in eGrants for the 2007 PDM competitive program, is not necessary for the applicants to submit another application in eGrants. However, FEMA must receive during the reopen period, a positive affirmation in writing from each State (refer to the attached example letter), citing the specific PDM grant/sub-grant number; intention to use it as a FMA application; verification of non-Federal match; and list any new or revised management costs. All other grant applications must be entered into eGrants and received by FEMA during the new application period in order to be considered for funding.
All other aspects of the FY 2007 FMA Program and guidance remain the same. Please note the following FY 2007 FMA Program Guidance items are changes from the previous years guidance:
