What is FEMA’s intention for reopening the FMA application period?

After processing all applications received by the original deadline, FEMA determined there was a limited amount of excess funds in the 2007 FMA Program.  FEMA intends to reopen the FMA application period to make these funds available to States, Territories, and Tribal governments.

Why is the application period limited to a short time frame?

The reopening of the FMA application period is scheduled for May 21 to June 4, 2007.  The reopen period is brief because there is a limited amount of funds available to States from the FMA 2007 cycle.  In addition, the deadline to award new applications is September 30, 2007.  Therefore, FEMA must reopen the FMA application period in eGrants for a brief period to allow sufficient time to review, rank, select, notify, and complete the pre-award process and award the grants in this fiscal year.

FEMA acknowledges this limited timeframe does not allow for the development of new grant applications.  Therefore, interested applicants should consider eligible FY 2007 Pre-Disaster Mitigation (PDM) applications that were previously submitted, but were not selected for further review, and any FMA applications that were under the final stages of development.

How will applications be submitted for review under the new FMA application period, and does my PDM “not selected for further review” application qualify?

The FEMA eGrants application system will be used for this FMA application reopen period.  However, if eligible applications were previously submitted in eGrants for the 2007 PDM competitive program, is not necessary to submit another application in eGrants.  The PDM applications for flood projects previously entered into eGrants are eligible for review providing FEMA receives a statement indicating the sub-grants eligibility, cost-shares verification, and adjusted management costs, if applicable. 

New applications will be accepted only if the information is entered into eGrants during the open application period.  First-time State applicants must enter the applications in eGrants as a new grant.  Also, existing FY 2007 FMA applicants wanting to add sub-applications for Projects or Technical Assistance, must request the FEMA Region return their applications for revision in eGrants.  Additional guidance can be obtained from the FEMA Regional Offices or by contacting the Mitigation eGrants help desk by telephone at 1-866-476-0544 or electronic mail at MTeGrants@DHS.gov
