The FY 2009 Commercial Equipment Direct Assistance Program (CEDAP) complements the department’s other major grants programs to enhance regional response capabilities, mutual aid, and interoperable communications by providing technology and equipment, along with the training required to operate that equipment, to law enforcement and emergency responder agencies in smaller jurisdictions and certain metropolitan areas.
This competitive program is a direct assistance program, not a grant program, and FEMA will provide the equipment and technical assistance directly to the selected jurisdictions. CEDAP awards are not monetary awards; applicants select one item from the menu of available equipment choices and successful applicants receive the item they specified in their application.
CEDAP FY 2009 was an extension of the FY 2008 CEDAP application pool. Due to significantly reduced funding this year, there was no open application period. There were thousands of qualified applicants from FY 2008; therefore, to maximize available funds, qualified applications were drawn from the FY08 pool.
Eligible applicants included law enforcement agencies and other emergency responder agencies who demonstrated that the equipment would be used to improve their capability and capacity to respond to a major critical incident or to work with other first responders. CEDAP awardees cannot have received technology funding under the Urban Areas Security Initiative Grant Program, or the Assistance to Firefighters Grants program since Oct. 1, 2006.
Applicants select items from the CEDAP Equipment Catalog that they had been unable to acquire through other DHS programs. The FY 2008 CEDAP offered equipment in the following categories: extrication devices; thermal imaging, night vision, and video surveillance tools; chemical, biological and radiological detection tools; information technology and risk management tools; and vehicle tracking tools. Training is provided at the time technologies are delivered and transferred under the program. The training is a prerequisite to receipt of equipment and helps ensure that the systems and devices awarded will be utilized fully and correctly.
In FY 2008, a total of 3,573 CEDAP applications were submitted and 1,045 were accepted for award in 47 recipient states. Of the 1,045 technology awards, 830 (79 percent) were awarded to law enforcement agencies with the remainder awarded to fire departments, emergency medical services, and emergency management and public safety. It is anticipated that CEDAP 2009 awards will be announced in August 2009.
