FEMA's Evacuee Support Planning Guide and Concept of Operations provide planning considerations, tools and practices for tribal, state and local emergency planners in the event that the state must act as a "host" during a catastrophic disaster, receiving a substantial number of evacuees from another state. The guide and template were developed out of the experiences and lessons learned from the 2005 and 2008 hurricanes. These catastrophic disasters indicated the need for additional planning tools to handle large-scale mass evacuations, which place a greater demand on resources. The tools were refined with input from several states.
Because the length of time evacuees may need support will depend on many variables, the guide and template support states in planning for such events, outlining the topics states should consider when accepting a large number of disaster evacuees for the short, intermediate and long-term. The guide and template include comprehensive planning resources covering subjects from capacity planning, ingress and egress of evacuees, tracking and reuniting evacuees, to handling household pets and service animals, offering counseling services and providing public education to evacuees.
