This sub-study assess FEMA’s compliance with the National Environmental Policy Act and Executive Order 11988; evaluates litigation in cases where the NFIP is alleged to have encouraged development of habitat protected by the Endangered Species Act; gathers data about community perceptions of the role of the NFIP in development and homeowner perception of flood risk; examines what types of communities use incentives in the Community Rating System to adopt floodplain protection practices; and examines the NFIP’s relationship to the Coastal Barrier Resource System.

The purpose of this document is to determine the cost-effectiveness of including freeboard within the foundation height of new residential buildings constructed in floodplains, and to establish which factors should be considered when determining how many feet above the minimum NFIP-required elevation a house should be constructed in order to maximize cost-effectiveness.
