Student Volunteer Employment Program - Gain Experience While Earning Credits!
The Student Volunteer Employment Program hires students to work at the Federal Emergency Management Agency (FEMA) as volunteers (in an unpaid capacity) for valuable work experience directly related to their academic field of study. Students may receive educational credit for their internship!
Prospective candidates should contact FEMA's Intern Program Coordinator for more information. Prospective candidates must request an appointment within their program area of interest, i.e., emergency management, public affairs/external affairs, policy, etc. All required documentation must be received in Human Capital by the deadline date for consideration. TheIntern Program Coordinatorwill work directly with the requested Regional and Program Offices to place students.
There are several requirements that must be met before being hired as a volunteer.
Requirements established by 5 CFR, Part 308 and as stated below:
- U.S. Citizenship
- Enrollment in at least half-time academic or vocational and technical course load in an accredited educational institution.
- A letter of verification from the student's educational institution showing proof of current enrollment in school.
- Formal agreement by student, the school, and FEMA.
When applying for a voluntary position, the following must be submitted to the FEMA Intern Program Coordinator:
- A cover letter stating the student'sdesired opportunity, a resume with all pertinent information (full name, SSN, complete mailing address, phone number, etc.).
- A letter of verification from the student's educational institution showing proof of current enrollment.

How do I hire a student volunteer?
Supervisors wishing to hire a student volunteerwill need to submit to the Human Capital Division an SF-52 to place the student within their prospective program area. Also, a Student Volunteer Service Agreement form signed by the student, the school, and the receiving office is required. The Student Volunteer Service Agreement Form may be obtained from the FEMA Intern Program Coordinator (FIPC).
How can supervisors/managers assist to make this an effective program?
Student volunteering can be a win-win for the Agency and the student. To ensure the success of the program and provide a learning experience, the supervisors/managers will ensure volunteers are provided meaningful assignments.
